CalSTA, the California State Transportation Agency, which oversees Caltrans and CHP, responded to inquiries, stating that they coordinate with multiple agencies to resolve these situations as quickly and safely as possible, while also communicating with the public. They also mentioned they are in communication with the Senator. However, when asked if they felt they had effectively communicated with the public during these events, SFGATE did not receive a response.
