Pakistan's Textile Exporters Face Challenges: APTMA's Demands for Support (2026)

A dire warning from the All Pakistan Textile Mills Association (APTMA) has shed light on the critical challenges facing textile exporters. In a meeting with government ministers, APTMA revealed how surging costs, regulatory burdens, and shifting global markets are squeezing the life out of this vital industry.

The textile sector, a cornerstone of Pakistan's economy, is under threat. Without a stable and supportive policy framework, the industry's competitiveness, export growth, and job creation are at serious risk.

APTMA's delegation presented a list of demands to address these issues. They called for power tariffs to be reduced to regionally competitive levels, removal of cross-subsidies on industrial power, and an overhaul of the outdated Time-of-Use (ToU) regime. They also highlighted power shortages and the need for exemption from certain levies until these issues are resolved.

APTMA identified a potential overcharge of USD 260-442 million in RLNG prices, demanding transparent recalculations and suspension of recoveries. They further proposed reforms to Pakistan's sales tax structure and a restoration of the 1% fixed tax regime for exporters.

During the meeting, the Ministers acknowledged the importance of the textile industry and the government's commitment to supporting it within the broader economic reform framework. They emphasized the need for a fair and predictable policy environment, with efforts underway to address genuine concerns while advancing structural reforms.

The Finance Minister stated that the government is actively reviewing issues affecting the cost of doing business for export-oriented industries, with energy affordability and reliability being key priorities.
